Catching criminals in the Netherlands

Op return board 7 appealsOperation Return is a multi-agency campaign involving Crimestoppers, the National Crime Agency (formerly the Serious Organised Crime Agency), Bel M (Dutch Crimestoppers), and Dutch law enforcement.

The campaign has involved three batches of appeals being released, totalling 16 appeals.

The most recent batch were released on 13th February 2014.

Of the 16 fugitives, eight have been located. The remaining fugitives are wanted for serious crimes committed in the UK but who are now believed to be in and around the city of Amsterdam.

The list includes some of the UK’s most dangerous criminals wanted for crimes relating to drug smuggling, rape and unlawful wounding.

The charity’s international crime-fighting work began in Spain in October 2006 when Operation Captura was launched in Malaga.

Crimestoppers UK is supporting Bel M, the Netherlands’ Crimestoppers programme, in helping law enforcement to track down UK criminals on the run in the Netherlands.

We urge the public to pass on any information they may have on these individuals to Crimestoppers anonymously either by calling 0800 555 111 or by using our Anonymous Online Form.

People can view all of the Most Wanted individuals in our online gallery. We hope that the success of Operation Captura, which seeks UK criminals on the run in Spain, will also be replicated for Operation Return in the Netherlands.

Thomas Tooth

Thomas Tooth_Feb2014DOB: 21/04/1983

Alias name: Thomas John Quinn

Nationality: British

DESCRIPTION: 178cm tall, slim, blue eyes, blonde hair. Tattoos - ‘RIP Shady 86/10/02’ and the letter ‘T’ on his left arm, ‘Kim’ on his back, and ‘Tyson’ on his right shoulder. He also has two-inch scars on both his knees.

EAW ISSUED: 1 October 2012 

ISSUING ORGANISATION: Greater Manchester Police 

ACCUSATORY/CONVICTION: Conviction 

OFFENCES:Affray and unlawful wounding 

SUMMARY: In February 2008, Tooth was drinking at The Angel Public House in Royton, Greater Manchester. He was involved in an altercation in which a man was injured and left with permanent damage to his eye.

OFFENCE:  Conspiracy to import cocaine

SUMMARY:  It is believed that during 2013 Moogan was involved in a conspiracy to import cocaine into the UK.

Robert Stephen Gerrard

DESCRIPTION: White, 5ft 8ins tall, blue eyes, brown hair, Liverpool accent, two-inch curved scar on the right hand side of his face, and has been known to frequently wear glasses.

ACCUSATORY/CONVICTION: Accusatory and conviction

OFFENCES:  Accusatory - conspiracy to import cocaine. Convicted - possession of a false identity document and obtaining property by deception.

SUMMARY:  In is believed that during 2013 Gerrard was involved in a conspiracy to import cocaine into the UK.

ISSUING ORGANISATION: East Midlands Special Operations Unit

ACCUSATORY/CONVICTION: Accusatory

OFFENCES: Conspiracy to supply Class A and B drugs

OFFENCE SUMMARY: Liscott, who is originally from Great Barr, Birmingham, was sentenced to nine years imprisonment in January 2005 for supplying cannabis in the West Midlands area. He served part of his sentence before he was released on licence. He breached the terms of his licence and it’s believed he became involved in the distribution of drugs, working with organised crime groups in both Nottingham and London.

ACCUSATORY/CONVICTION: Conviction

OFFENCES:  Rape contrary to the Sexual Offences Act 2003.

SUMMARY: On the 10 December 2006 at Argyle Street, Glasgow, Zengana posed as a private hire taxi driver to pick up his 25 year old female victim before driving her to a private dwelling where the attack took place. He was convicted of the rape but is still to be sentenced for this offence.

DESCRIPTION: White, medium build, approximately 5ft 10ins tall.

ACCUSATORY/CONVICTION: Accusatory   

OFFENCES: Conspiracy to supply amphetamine; conspiracy to supply cannabis; two offences of possession with intent to supply amphetamine.

SUMMARY:  Fitzgibbon is believed to be part of a well organised and professional crime group involved in the supply, processing and transportation of drugs. He is accused of possession and supply of Class B and Class C drugs. This relates to a seizure in September 2004 of 84.4kg of cannabis and 57.6kg of amphetamine powder at an address in Liverpool.

James Tarrant

DESCRIPTION:  5ft 10ins tall, slim build, blue eyes, may have short or long grey hair, and has been known to have a goatee beard and moustache

EAW ISSUED: 7 April 2011

ISSUING ORGANISATION: Metropolitan Police

ACCUSATORY/CONVICTION: Conviction

OFFENCES: Conspiracy to supply class cocaine; conspiracy to supply cannabis; possession of a firearm; and possession of ammunition.

SUMMARY: In June 2009 at an address in Waltham Abbey, Essex, officers found cannabis, blocks of cocaine, a handgun, approximately £5000 and body armour. Tarrant was arrested along with other individuals. He was subsequently charged and granted conditional bail but absconded and has not been seen since. Tarrant was convicted in his absence.
